The town of Scriba was formed in 1802 from parts of the towns of Mexico and Oswego. In 1808, a part of the town was used to form the town of Richland, and in 1828, a part of the town of Volney was transferred to Scriba.

The north town line is delineated by the Oneida River/Erie Canal, across which is Oswego and the town of Volney. The east town line is delineated by the town of Mexico, and the south town line is marked by the town of Hastings. The west town line is delineated by the town of Richland.

According to the United States Census Bureau, the town has a total area of 38.7 square miles (100.3 km2), of which 38.1 square miles (98.9 km2) is land and 0.6 square miles (1.6 km2), or 1.59%, is water.

As of the census of 2000, there were 7,547 people, 2,534 households, and 1,942 families residing in the town. The population density was 198.5 people per square mile (76.6/km2). There were 2,738 housing units at an average density of 71.4 per square mile (27.5/km2). The racial makeup of the town was 97.69% White, 0.42% Black or African American, 0.34% Native American, 0.44% Asian, 0.01% Pacific Islander, 0.51% from other races, and 0.97% from two or more races. Hispanic or Latino of any race were 1.46% of the population.
